The Philippines Specifically the Bicol Region has a high vulnerability which are attributed to the Nation’s Geographic position in the South East Asia. Natural Disaster such as Typhoons, Earthquakes, Floods, Volcanic Eruptions, Landslides and Fires affect the Country.


Each year, numerous natural calamaties and disasters affect the community most especially those living below the poverty line and those who are residing in landslide-prone and coastal areas in Pasacao, About 175 families in Sitio Pinagpala of Barangay Balogo and 37 families in Zone 5 Barangay Sta. Rosa del Sur, both in Pasacao, Camarines Sur were always at risk during time of such calamity.


One of the major programs of the Local Government Unit of Pasacao under the Matibay Flagship Program is to focus on disaster resilience and risk reduction management. The LGU aims to achieve zero casualty in every disaster, protect the lives of every Pasaqueño especially those who are highly vulnerable.
